There is either air, debris, or an issue with the trim system allowing the prop to pull the outboard out of the water when in reverse. You should be able to get some propulsion while in reverse without locking the motor down as long as you use minimal throttle. Then you are going to need to completely replace the entire trim unit assembly. Evinrude won't go into reverse water. The engine i believe should auto lock down when its dropped into the water from its shore based position, requiring you to make a concious effort to un lock it to the lifting position. But if it doesn't fix it, then one other trick that you can try is to trim the engine all the way up.
So when we go into reverse, these check valves keep fluid from going through specific passages in the unit.
