It is a level ground there, and put it on reverse gear. Both the rear wheel gets stuck. In some cases it will be on the entire circumference of the wheel drum, but it can also be localized in one area particularly. If that fails, unbolt the wheel cylinder, giant nut, disconnect the parking brake cables and drill out the shoe retaining nails and pull the whole assembly off. Fix the wheel back and check if it's unlocked and working. I jacked up the car and removed the wheel, and found that the wheel drum was completely locked/jammed, it was not moving.
Did you try applying any power? Remove the wheel by releasing the bolts that hold. This can be extremely frustrating, but don't worry too much! A certified mechanic would be dispatched and, once it is confirmed that the bearing has failed, replacement would take place right at your location. I cannot push it while in neutral either.
